The Division of Aquatic Resources lists the freshwater game fishing licence's fees and the rule that authorises it, HAR 13-74-10, and the nonresident recreational marine fishing licence beside it, and on neither does it say when the licence stops working. The 7 day and 30 day tourist licences are priced on the same page, so the department is plainly able to print a duration when it means one.
A state rarely sells one licence. The agency’s own sentence usually carries a condition the number alone does not: who a child has to be with, whose limit their fish count against, and whether the age is measured on the day or across the licence year.
