Farmington Bay, Great Salt Lake
A purpose built education centre looking out over a waterfowl management area on the Great Salt Lake, free to enter and open Tuesday to Saturday through the middle of the day. A heated building with a view over wetland is close to the ideal winter wildlife arrangement.

A designated viewing point inside a waterfowl area whose remainder the state agency keeps closed to visitors. That split is the pattern worth noticing across this whole vertical: an open viewpoint on the edge of a closed area, so that people and birds are in different places.
Rush Lake
One of two southern Utah roost areas the state agency names on its current flyer, on the highway north of Cedar City. Southern Utah is a long way from the Great Salt Lake wetlands and gets birds for a different reason, which is that the valleys hold carrion and prey through the winter.

It is a map of reports, not of birds: it thickens around car parks, boardwalks and towns because that is where observers stand, and it thins over roadless country whether or not eagles are there. It shows past reports rather than birds present today. The window for Utah is February, by which point the state agency says hundreds of eagles have arrived, according to Utah Division of Wildlife Resources. That is a pattern across past winters rather than a forecast: how well a given year matches it depends on whether the water upstream actually freezes. A mild winter keeps the river open everywhere, the birds stay spread out, and the concentration this page is about never forms.
Time of day is the more reliable lever in any case, and it is the one thing every agency agrees on. The federal management guidance describes when eagles feed, and it is not the middle of the day.

Read that as a viewing instruction rather than a boating one. The birds come off the roost hungry, fish hard in the first hours of light, and then spend the middle of the day sitting in a tree digesting, which looks exactly like an empty river to somebody who arrived at eleven. Late afternoon gives you a second, shorter window as they feed again before going back to roost.
Utah runs the most organised state level eagle programme in the west, built around February rather than around January, and the reason is worth understanding. Utah is not on a salmon river and its concentrations are not below hydroelectric dams. The birds are using a mixture of Great Salt Lake wetlands, reservoirs that stay partly open, and valley roosts scattered as far south as Cedar City, and the numbers build later than they do on the Mississippi. Its flyer names nine separate areas across the whole state, which is unusually generous, and it includes the two things that make a winter trip actually pleasant: a heated education centre with a view, and designated viewing points on the edge of otherwise closed wildlife areas.

A staffed event is the easiest possible introduction to this: somebody has already found the birds, set up a scope on them and can tell you what you are looking at.
