The LIHEAP income test in Illinois
The test is For customers of the five named large utilities, combined gross income for the 30 days before applying at or below 300 percent of the federal poverty guidelines; the department also states that annual eligibility levels are set each year and may not exceed 60 percent of the state median income., measured against the state median income, so the qualifying figure moves with what households in that state actually earn.
Income is counted gross rather than after tax, and the household is everyone living at the address rather than everyone on the lease. Most states count the last thirty days or the last twelve months, not last year’s tax return, which means a household whose hours were cut in October can qualify in November on a year that looks too high on paper. Apply and let the agency do the arithmetic rather than ruling yourself out.
Households that are customers of Ameren Illinois, ComEd, Nicor Gas, North Shore Gas and Peoples Gas must have a combined income for the 30 days prior to application (gross income, before taxes are deducted) at or below the 300% Federal Poverty Guidelines* as shown in the chart below, you may be eligible to receive assistance. If you rent, and your heat is included in the rent, you may be eligible for a LIHEAP benefit. How To Apply, Utility Bill Assistance, Illinois Department of Commerce and Economic Opportunity, read September 23, 2026. The crisis route in Illinois
October 1 opens the application a month early for older adults, people with a disability, families with children five and under, and households already disconnected, within seven days of a disconnect date, or below a quarter tank of propane; a household with a disconnect notice is told to call its county agency directly.
A crisis application and a regular one are different transactions on different clocks. A household with a disconnection notice, an empty tank or a dead furnace should start with this one, say plainly on the call what the emergency is, and have the notice or the delivery ticket to hand.
The program will begin taking applications on October 1, 2026, for older adults (age 60 and older), individuals with a disability, families with children 5 years old and under, and households that are disconnected from their utilities/energy vendors, have a disconnect date within 7 days or have less than 25% in their propane tank can start applying for LIHEAP assistance. All other income eligible households can start applying on November 1, 2026.How To Apply, Utility Bill Assistance, Illinois Department of Commerce and Economic Opportunity, read September 23, 2026. Whether Illinois also stops the utility disconnecting
Once the household files, Dec 1 to Mar 31
The two are separate: a heating grant is money and a shutoff rule is a restriction on the company. In several states an approved grant application is itself what satisfies the filing the shutoff rule asks for, which makes applying worth doing even for a household that thinks the grant will not cover much. The full rule, with Illinois Commerce Commission’s own words, is on the Illinois winter shutoff page.
Making the house cheaper to heat in Illinois
Illinois runs Illinois Home Weatherization Assistance Program. It pays for the insulation and the air sealing rather than the bill, which is the only part of this that lowers next winter as well as this one.
The Illinois Home Weatherization Assistance Program (IHWAP) helps low income residents and households conserve fuel and reduce energy costs by making their homes and apartments more energy efficient.Illinois Department of Commerce and Economic Opportunity, read September 23, 2026. In most states a household approved for the heating grant is automatically income eligible for weatherization, so the same paperwork does both. The waiting list is usually long and the work is usually free, which is a combination worth joining early rather than in the week it is needed.
