Home Energy Assistance Program (HEAP), Ohio Department of Job and Family Services
The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills. This one-time benefit is applied directly to the customer's utility bill or bulk fuel bill.Home Energy Assistance Program (HEAP), Ohio Department of Job and Family Services, read September 23, 2026. The department describes HEAP as a one time yearly benefit applied straight to the heating or cooling utility bill or the bulk fuel account rather than paid to the household, and it warns of a 12 week processing time for both online and mailed applications.
The HEAP income test in Ohio
The test is 175 percent of the federal poverty guidelines for households of eight or fewer, and 60 percent of state median income for households of nine or more, measured against the state median income, so the qualifying figure moves with what households in that state actually earn.
Income is counted gross rather than after tax, and the household is everyone living at the address rather than everyone on the lease. Most states count the last thirty days or the last twelve months, not last year’s tax return, which means a household whose hours were cut in October can qualify in November on a year that looks too high on paper. Apply and let the agency do the arithmetic rather than ruling yourself out.
Ohioans with a household size of eight or less, and income at or below 175 percent of the federal poverty guidelines, are eligible for the program.Home Energy Assistance Program (HEAP), Ohio Department of Job and Family Services, read September 23, 2026. Read it at the source
The crisis route in Ohio
The HEAP Winter Crisis Program is the emergency side, open to income eligible households that are facing disconnection, have already been disconnected, need to start or transfer service, or have a quarter of a tank or less of bulk fuel, and a household served by a PUCO regulated utility that still owes a balance afterward has to go onto PIPP Plus or another payment plan.
A crisis application and a regular one are different transactions on different clocks. A household with a disconnection notice, an empty tank or a dead furnace should start with this one, say plainly on the call what the emergency is, and have the notice or the delivery ticket to hand.
The Home Energy Assistance Winter Crisis Program (HEAP Winter Crisis Program) helps income eligible Ohioans that are threatened with disconnection, have been disconnected, need to establish new service, need to pay to transfer service, or have 25% (or less) supply of bulk fuel in their tank maintain their utility service.Home Energy Assistance Program (HEAP), Ohio Department of Job and Family Services, read September 23, 2026. Whether Ohio also stops the utility disconnecting
Once the household files, Nov 1 to Apr 15
The two are separate: a heating grant is money and a shutoff rule is a restriction on the company. In several states an approved grant application is itself what satisfies the filing the shutoff rule asks for, which makes applying worth doing even for a household that thinks the grant will not cover much. The full rule, with Public Utilities Commission of Ohio’s own words, is on the Ohio winter shutoff page.
Making the house cheaper to heat in Ohio
Ohio runs Home Weatherization Assistance Program (HWAP). It pays for the insulation and the air sealing rather than the bill, which is the only part of this that lowers next winter as well as this one.

In most states a household approved for the heating grant is automatically income eligible for weatherization, so the same paperwork does both. The waiting list is usually long and the work is usually free, which is a combination worth joining early rather than in the week it is needed.
