Energy Assistance - A one-time payment for one fuel type for your heating or cooling costs from October-May.Low Income Home Energy Assistance Program (LIHEAP), Missouri Department of Social Services, read September 23, 2026. Read it at the source
Two parts: Energy Assistance is a one time payment toward one fuel type, and winter ECIP runs November through May as funding allows. Applications are reviewed in roughly 30 business days unless treated as a crisis, and the department tells applicants to keep paying the utility in the meantime. Contracted agencies may also supply blankets, emergency lodging, heating repair or replacement and wood stoves.
The LIHEAP income test in Missouri
The test is at or below the income guidelines on the department's benefit program limit chart for the household size, with no more than 3,000 dollars in bank, retirement or investment accounts, set out in the state agency's own table rather than as a percentage of either national measure.
Income is counted gross rather than after tax, and the household is everyone living at the address rather than everyone on the lease. Most states count the last thirty days or the last twelve months, not last year’s tax return, which means a household whose hours were cut in October can qualify in November on a year that looks too high on paper. Apply and let the agency do the arithmetic rather than ruling yourself out.

The crisis route in Missouri
The Energy Crisis Intervention Program pays toward the bill for a household holding a disconnect notice with a date on it, a final billing statement, a propane or fuel oil tank under 20 percent, a prepaid electric account about to run out, or another fuel source about to run out.
A crisis application and a regular one are different transactions on different clocks. A household with a disconnection notice, an empty tank or a dead furnace should start with this one, say plainly on the call what the emergency is, and have the notice or the delivery ticket to hand.
Energy Crisis Intervention Program (ECIP) - Helps pay your energy bill when you have a termination or disconnect notice indicating a specific disconnect date, a final billing statement advising the account has been terminated, a propane-fuel oil tank is filled at less than 20% capacity, the customer is a cash on delivery (COD) customer, pre-paid electric customer indicates their pre-paid usage is about to run out, or when an applicant indicates another fuel source is about to run out (Wood, corn pellets, kerosene).Low Income Home Energy Assistance Program (LIHEAP), Missouri Department of Social Services, read September 23, 2026. Whether Missouri also stops the utility disconnecting

The two are separate: a heating grant is money and a shutoff rule is a restriction on the company. In several states an approved grant application is itself what satisfies the filing the shutoff rule asks for, which makes applying worth doing even for a household that thinks the grant will not cover much. The full rule, with Missouri Public Service Commission’s own words, is on the Missouri winter shutoff page.
Making the house cheaper to heat in Missouri
Missouri runs Weatherization Assistance Program through Missouri Department of Natural Resources, Division of Energy. It pays for the insulation and the air sealing rather than the bill, which is the only part of this that lowers next winter as well as this one.
The Weatherization Assistance Program provides eligible households with home energy conservation services. The program provides cost-effective energy-efficient home improvements to Missouri's low income households, especially the elderly, children, those with physical disadvantages and others most affected by high utility costs.Missouri Department of Natural Resources, Division of Energy, read September 23, 2026. In most states a household approved for the heating grant is automatically income eligible for weatherization, so the same paperwork does both. The waiting list is usually long and the work is usually free, which is a combination worth joining early rather than in the week it is needed.
