Kansas Heat Pump Rebates: Where They Actually Stand
What Kansas Energy Office, Kansas Corporation Commission has actually published, what it points homeowners at meanwhile, and which states are open today.
Where Kansas actually stands
Kansas has announced Kansas Home Rebates Program through Kansas Energy Office, Kansas Corporation Commission and has not opened it for applications. That is the most common position in the country: 31 of 50 states are in it, against 13 that are taking applications.
- Kansas has published no dollar figure for any measure. 21 states are in the same position, which usually means the programme design is not finished rather than that the money is small.
- Income decides the size of the award in Kansas, or whether there is one at all. Kansas says the amount will depend on income and on which of the two paths a household uses, and that households already in programmes such as LIHEAP, SNAP or Medicaid will count as under 80 percent of area median income.
- The work has to go through a contractor the programme has approved. the work must be done by a contractor approved by the programme, not by the homeowner
- There is no application to make yet. Kansas Energy Office, Kansas Corporation Commission is the office that will run it.

Kansas has published no dollar figure yet
21 states are in the same position. An office that has named a programme and published no amount has told a reader something real rather than nothing: the design is not finished, and any figure quoted for Kansas from somewhere other than Kansas Energy Office, Kansas Corporation Commission is an estimate of what the state might do rather than a number the state has published.
Kansas has a named programme and a state run website but no application to fill in and no published rebate amounts, so a homeowner can only join the email list.
The two conditions that end most applications
Income and the contractor list are where the largest number of applications stop, and both are usually discovered late. Nationally 34 states publish an income rule and 28 of those tier the award by it, meaning income decides how much is paid rather than only whether anything is; 23 require the work to go through a contractor the programme has approved, which generally excludes work a homeowner does themselves.
Who qualifies in Kansas
Income decides the size of the award in Kansas, or whether there is one at all. Kansas says the amount will depend on income and on which of the two paths a household uses, and that households already in programmes such as LIHEAP, SNAP or Medicaid will count as under 80 percent of area median income.
Eligible rebate amounts are dependent on the Program path selected, household income and existing conditions of the home. Rebate caps are being finalized with the Department of Energy. The caps will be published closer to the program launch.Kansas Energy Office, Kansas Corporation Commission, read September 23, 2026. Read it at the source

A Kansas rebate is not the federal tax credit
These are two separate programmes and conflating them is the commonest error on pages about this. A Kansas rebate is money off the job, applied for through Kansas Energy Office, Kansas Corporation Commission under its own rules. The federal credit is money off a tax bill, claimed when filing, with no application and no approval step. Different timing, different paperwork, and qualifying for one says nothing about qualifying for the other.
Kansas Energy Office, Kansas Corporation Commission does not address on its own pages whether the two can be claimed on one job. Only 10 state offices do, so the silence is normal rather than a signal either way.
13 states are taking applications, 31 are not
Kansas is in the larger group. Only 13 of the fifty states are taking applications from homeowners, and 31 have announced a programme without opening it, which is the commonest position in the country. The states that are open are Arizona, Connecticut, Georgia, Indiana, Maine, Michigan, New Mexico, New York, North Carolina, Rhode Island, Vermont, Washington, Wisconsin.
Across the country 155 separate dollar figures are printed and 21 states print none at all. The spread has little to do with climate: it tracks how each state chose to divide a federal allocation between a small number of large whole home awards and a large number of small per appliance ones.
