Utah Heat Pump Rebates: Where They Actually Stand
What Utah Office of Energy Development has actually published, what it points homeowners at meanwhile, and which states are open today.
Where Utah actually stands
Utah has announced Home Energy Rebates (HER) through Utah Office of Energy Development and has not opened it for applications. That is the most common position in the country: 31 of 50 states are in it, against 13 that are taking applications.
- Utah has published no dollar figure for any measure. 21 states are in the same position, which usually means the programme design is not finished rather than that the money is small.
- The office's own energy efficiency page sends homeowners to their electric and gas utilities for rebates, naming Rocky Mountain Power's Wattsmart programme and Dominion Energy's ThermWise programme, and tells everyone else to ask their local provider.
- There is no application to make yet. Utah Office of Energy Development is the office that will run it.

Utah has published no dollar figure yet
21 states are in the same position. An office that has named a programme and published no amount has told a reader something real rather than nothing: the design is not finished, and any figure quoted for Utah from somewhere other than Utah Office of Energy Development is an estimate of what the state might do rather than a number the state has published.
Utah has no home energy rebate of its own to apply for: its federal application is unapproved and the programme is on hold, so the state's own advice is to go to your electric or gas utility.
Where Utah Office of Energy Development sends you instead
A utility programme is a different thing from a state one, with its own rules, its own contractor list and its own deadline, and in a handful of states it is worth more than the state programme it stands in for. 31 state offices publish a route like this, and on most of those pages it sits well below the announcement that brought the reader there.
What Utah Office of Energy Development points at
The office's own energy efficiency page sends homeowners to their electric and gas utilities for rebates, naming Rocky Mountain Power's Wattsmart programme and Dominion Energy's ThermWise programme, and tells everyone else to ask their local provider.
Through its Wattsmart program , Rocky Mountain Power provides cash incentives and discounts for energy upgrades. Services and incentives are available for homes and businesses. Non-Rocky Mountain Power customers should contact their local electric provider for energy efficiency programs and incentives.Utah Office of Energy Development, read September 23, 2026. A Utah rebate is not the federal tax credit
These are two separate programmes and conflating them is the commonest error on pages about this. A Utah rebate is money off the job, applied for through Utah Office of Energy Development under its own rules. The federal credit is money off a tax bill, claimed when filing, with no application and no approval step. Different timing, different paperwork, and qualifying for one says nothing about qualifying for the other.
Utah Office of Energy Development does not address on its own pages whether the two can be claimed on one job. Only 10 state offices do, so the silence is normal rather than a signal either way.
13 states are taking applications, 31 are not
Utah is in the larger group. Only 13 of the fifty states are taking applications from homeowners, and 31 have announced a programme without opening it, which is the commonest position in the country. The states that are open are Arizona, Connecticut, Georgia, Indiana, Maine, Michigan, New Mexico, New York, North Carolina, Rhode Island, Vermont, Washington, Wisconsin.
Across the country 155 separate dollar figures are printed and 21 states print none at all. The spread has little to do with climate: it tracks how each state chose to divide a federal allocation between a small number of large whole home awards and a large number of small per appliance ones.

A programme can open, reserve its funding and stop taking applications inside a single season, so the office page linked above is what governs on the day.
