Iowa protects the households that file for it

Can They Shut Off Your Heat in Winter in Iowa?

Iowa protects a household from November 1 through April 1 only once the local community action agency has certified it to the utility as eligible for energy assistance or weatherization, and the rule is blunt that certification after the shutoff will not turn the service back on.

The answer

What Iowa requires of a utility in winter

Protection filed for

Once the household files, Nov 1 to Apr 1

From November 1 through April 1 a utility may not disconnect a household whose head of household the local community action agency has certified as eligible for the low income home energy assistance program or the weatherization assistance program, and a household that has merely told the utility it may qualify gets 30 days to obtain assistance.

What switches it on
Iowa's protection is filed for rather than automatic, so a household that has not filed is not covered inside the season.

Who it reaches
Iowa Utilities Commission's rule reaches municipal systems and cooperatives as well as the utilities it regulates.
What the household must do
The household has to apply for energy assistance or weatherization through its local community action agency and be certified eligible to the utility before the service is shut off, and tell the utility it has applied; once service is off, approval for energy assistance will not by itself bring it back.

That is Iowa Utilities Commission speaking through its own rule, and the sentence below is the one the summary above was built from. Winter energy assistance (November 1 through April 1). If the utility is informed that the customer's household may qualify for winter energy assistance or weatherization funds, there shall be no disconnection of service for 30 days from the date the utility is notified to allow the customer time to obtain assistance. Disconnection shall not take place from November 1 through April 1 for a resident who is a head of household and who has been certified to the public utility by the community action agency as eligible for either the low-income home energy assistance program or weatherization assistance program, as well as members of the household named in the application.

The step that switches the protection on in Iowa

Iowa is one of the states where the rule does not arrive on its own. Households who assume the season protects them find out otherwise in the middle of it, and the difference between the two outcomes is the paragraph below.

The household has to apply for energy assistance or weatherization through its local community action agency and be certified eligible to the utility before the service is shut off, and tell the utility it has applied; once service is off, approval for energy assistance will not by itself bring it back.

Do it before the disconnection date on the notice rather than after. Several states word the protection so that it stops a shutoff that has not happened yet and says nothing about restoring service that has.

Already off, or a notice has come

Who to call in Iowa today

The rule tells a household to apply and to notify the utility before service goes off, and it says outright that certification will not restore service already disconnected; a doctor or public health official may also tell the utility that shutting off service would be an especial health danger to someone in the home.

To avoid disconnection, you must apply for energy assistance or weatherization before your service is shut off. Notify your utility that you may be eligible and have applied for energy assistance. Once your service has been disconnected, it will not be reconnected based on approval for energy assistance.

A commission’s consumer division is not a courtesy line. In most states a company must hold a disconnection while a formal complaint about that account is open, which is a different and stronger thing than asking the company to reconsider. Ring the utility first, then the commission if the answer is no.

This is where an electric disconnection physically happens, and it is also why the rules are written by a public utility commission rather than a legislature in a good many states: the commission regulates the company that owns this wire. “Residence service drop”, Chetvorno, CC0

Does the Iowa rule cover your utility

Iowa Utilities Commission's rule reaches municipal systems and cooperatives as well as the utilities it regulates.

Because Iowa writes the rule wider than the companies its commission regulates, a rural electric cooperative and a municipal light department are inside it too. Check the name on the bill anyway: the rule names classes of company rather than every company.

The rule names electric and natural gas service.

Iowa pays part of the heating bill through Low-Income Home Energy Assistance Program

A shutoff rule and a heating grant are separate things, and in several states an approved grant application is itself what satisfies the filing the shutoff rule asks for. Iowa Department of Health and Human Services runs it, opening October 1 and closing April 30. The income test is 200 percent or below the federal poverty guidelines, with the household income annualized.

Applications are accepted on a first-come, first-served basis starting October 1 for households with members at least 60 years of age or disabled. All other households may apply beginning November 1. Applications are accepted through April 30.

Iowa winter shutoff questions

A gas meter, which is the other half of the question and frequently the other half of the answer. A state rule can reach a regulated gas company and not reach the electric cooperative next door, or the reverse, so the protection you have often depends on which company sends which bill. “Gas meter”, RadRafe, Public domain

Iowa read September 23, 2026 from 199 IAC chapter 20, Service Supplied by Rate-Regulated Electric Utilities, Iowa Administrative Code, linked above. A commission can order a company to do something its published rule does not require, and rules change between seasons, so the agency page is the one that governs. Every state is on the winter shutoff hub.
