Rhode Island's winter rule runs Nov 1 to May 1

Can They Shut Off Your Heat in Winter in Rhode Island?

Rhode Island runs the longest winter shut off window in the region, November 1 to May 1, with a full stop on termination for households the utility has evidence are protected status and a floor under everyone else, and the same LIHEAP enrollment that pays part of the heating bill is itself one of the ways a household becomes protected.

What Rhode Island requires of a utility in winter

November 1 to May 1

From November 1 to May 1 a gas or electric utility may not shut off a home for nonpayment when the utility has evidence the household is a protected status customer, and may not shut off any home over a heating account delinquency of 500 dollars or less.

What switches it on
Rhode Island Public Utilities Commission's rule runs from November 1 to May 1 and applies inside those dates on its own, without the household filing anything.

What the household must do
Protection is automatic for a small balance, but the wider protection needs the utility to hold written verification that someone in the home is a protected status customer, which means unemployed, elderly or handicapped, seriously ill, receiving LIHEAP, or living with a child under two in a household with financial hardship.

That is Rhode Island Public Utilities Commission speaking through its own rule, and the sentence below is the one the summary above was built from. The citation is Rhode Island Public Utilities Commission, 810-RICR-10-00-1, Sections 1.2(A)(9), 1.4(F) and 1.4(G).

During the utility termination moratorium period, no gas or electric public utility subject to these Rules and Regulations shall terminate service to a residence for nonpayment of utility charges where the public utility has evidence that the person or persons whose services are scheduled to be terminated is a Protected Status Customer.

The step that switches the protection on in Rhode Island

Rhode Island is one of the states where the rule does not arrive on its own. Households who assume the season protects them find out otherwise in the middle of it, and the difference between the two outcomes is the paragraph below.

Protection is automatic for a small balance, but the wider protection needs the utility to hold written verification that someone in the home is a protected status customer, which means unemployed, elderly or handicapped, seriously ill, receiving LIHEAP, or living with a child under two in a household with financial hardship.

Do it before the disconnection date on the notice rather than after. Several states word the protection so that it stops a shutoff that has not happened yet and says nothing about restoring service that has.

Who to call in Rhode Island today

A protected status customer cut off by mistake has service restored at once, and the rule sets out protected and standard payment plans a household can enter to restore service after a shut off.

In those instances where a Protected Status Customer has his or her utility service terminated because he or she and/or the public utility are unaware of that individual’s protected status, that individual’s utility service shall be restored immediately.

A commission’s consumer division is not a courtesy line. In most states a company must hold a disconnection while a formal complaint about that account is open, which is a different and stronger thing than asking the company to reconsider. Ring the utility first, then the commission if the answer is no.

This is where an electric disconnection physically happens, and it is also why the rules are written by a public utility commission rather than a legislature in a good many states: the commission regulates the company that owns this wire. “Residence service drop”, Chetvorno, CC0

Does the Rhode Island rule cover your utility

Rhode Island Public Utilities Commission's rule reaches municipal systems and cooperatives as well as the utilities it regulates.

Because Rhode Island writes the rule wider than the companies its commission regulates, a rural electric cooperative and a municipal light department are inside it too. Check the name on the bill anyway: the rule names classes of company rather than every company.

The rule names gas and electric service.

Help with the bill

Rhode Island pays part of the heating bill through Low Income Home Energy Assistance Program (LIHEAP)

A shutoff rule and a heating grant are separate things, and in several states an approved grant application is itself what satisfies the filing the shutoff rule asks for. Rhode Island Department of Human Services runs it, opening October 1 and closing April 15. The income test is household income at or below 60 percent of the Rhode Island median income levels set each program year.

LIHEAP helps eligible low-income households pay their heating bills through federal grants to the household.

A state rule can reach a regulated gas company and not reach the electric cooperative next door, or the reverse, so the protection you have often depends on which company sends which bill. “Gas meter”, RadRafe, Public domain

Rhode Island read September 23, 2026 from Rules and Regulations Governing the Termination of Residential Electric, Gas and Water Service (810-RICR-10-00-1), Rhode Island Code of Regulations, Rhode Island Department of State, linked above. A commission can order a company to do something its published rule does not require, and rules change between seasons, so the agency page is the one that governs. Every state is on the winter shutoff hub.
