Can They Shut Off Your Heat in Winter in Tennessee?

Tennessee sets no winter shutoff rule, and for most households the question does not reach the state at all, because the Commission regulates only three electric companies while TVA distributors, electric cooperatives and municipal systems set their own disconnection terms.

The answer

What Tennessee requires of a utility in winter

No winter rule

No winter window

The Commission's electric and gas service rules set no winter season or temperature protection at all; the only postponement they require is thirty days on a written medical certificate, and that applies in any month.

What switches it on
Tennessee sets no winter specific bar on disconnection, which makes the payment plan rule and Tennessee Public Utility Commission's complaint line the protections that exist.

Who it reaches
The rule binds the utilities Tennessee Public Utility Commission regulates. A household on a municipal system or a rural cooperative is covered by that system's own policy instead.
What the household must do
Nothing. Inside the rule it applies on its own.

That is Tennessee Public Utility Commission speaking through its own rule, and the sentence below is the one the summary above was built from. The citation is Tennessee Public Utility Commission, Tenn. Comp. R. & Regs. 1220-04-04-.19 (Regulations for Electric Companies) and 1220-04-05-.18 (Regulations for Gas Companies), both revised April 2018.

Notwithstanding any other provisions of these rules, a utility shall postpone the physical termination of utility service to a residential customer for a period of thirty (30) days in the event a physician, public health officer or social service official certifies in writing that discontinuation of the service will aggravate an existing medical emergency of the customer or other permanent resident of the premises where service is rendered.

Who to call in Tennessee today

The thirty day medical postponement is the one thing that stops a shutoff, and during it the household is referred to social service agencies for confirmation of need and a guarantee of payment; a customer may also name a third party to receive a duplicate of every termination notice.

During the thirty (30) day extension the customer or other permanent resident of the premises where service is rendered shall be referred to social service agencies for investigation, confirmation of need and guarantee of payment. The local utility shall supply customers with names of agencies providing assistance.

A commission’s consumer division is not a courtesy line. In most states a company must hold a disconnection while a formal complaint about that account is open, which is a different and stronger thing than asking the company to reconsider. Ring the utility first, then the commission if the answer is no.

This is where an electric disconnection physically happens, and it is also why the rules are written by a public utility commission rather than a legislature in a good many states: the commission regulates the company that owns this wire. “Residence service drop”, Chetvorno, CC0
Who it covers

Does the Tennessee rule cover your utility

The rule binds the utilities Tennessee Public Utility Commission regulates. A household on a municipal system or a rural cooperative is covered by that system's own policy instead.

That means a rural electric cooperative and a municipal light or gas department in Tennessee answer to their own board or their own city council on this, not to Tennessee Public Utility Commission. Many adopt a winter policy of their own that is as protective or more so, and the place to find it is the cooperative's or the town's own tariff.

The rule names electric and natural gas service.

Help with the bill

Tennessee pays part of the heating bill through Low-Income Home Energy Assistance Program (LIHEAP)

A shutoff rule and a heating grant are separate things, and in several states an approved grant application is itself what satisfies the filing the shutoff rule asks for. Tennessee Housing Development Agency (THDA) runs it, opening November 1. The income test is household income at or below 60 percent of the state median income.

In Tennessee LIHEAP is administered through a network of 19 local agencies that reach all 95 counties. LIHEAP is one-time assistance offered to help defray heating and cooling expenses, as long as funding is available.

Tennessee read September 23, 2026 from Chapter 1220-04-05 Regulations for Gas Companies, Tennessee Public Utility Commission, linked above. A commission can order a company to do something its published rule does not require, and rules change between seasons, so the agency page is the one that governs. Every state is on the winter shutoff hub.
