Can They Shut Off Your Heat in Winter in Virginia?
Virginia protects a household by temperature rather than by calendar: a regulated electric or gas utility cannot cut service for nonpayment when the National Weather Service forecast low is 32F or colder in the next 24 hours, a certified serious medical condition buys at least 30 more days and a reconnection without payment, and Fuel Assistance applications run for about a month in October and November with Crisis Assistance open through March 15.
What Virginia requires of a utility in winter
At or below 32F
Virginia sets no calendar heating season moratorium; instead a statewide statute suspends nonpayment disconnections whenever the forecast low is at or below 32F in the next 24 hours, and a separate commission chapter gives households with a certified serious medical condition a 30 day delay.
- What switches it on
- Virginia works off the forecast: the bar applies while the National Weather Service forecast is at or below 32F, and lapses when it is not.

- Who it reaches
- The rule binds the utilities Virginia State Corporation Commission regulates. A household on a municipal system or a rural cooperative is covered by that system's own policy instead.
- What the household must do
- Nothing. Inside the rule it applies on its own.

A commission’s consumer division is not a courtesy line. In most states a company must hold a disconnection while a formal complaint about that account is open, which is a different and stronger thing than asking the company to reconsider. Ring the utility first, then the commission if the answer is no.

Does the Virginia rule cover your utility
The rule binds the utilities Virginia State Corporation Commission regulates. A household on a municipal system or a rural cooperative is covered by that system's own policy instead.
That means a rural electric cooperative and a municipal light or gas department in Virginia answer to their own board or their own city council on this, not to Virginia State Corporation Commission. Many adopt a winter policy of their own that is as protective or more so, and the place to find it is the cooperative's or the town's own tariff.
The rule names electric, natural gas, water and wastewater service.
Virginia pays part of the heating bill through Energy Assistance Program (EAP)
A shutoff rule and a heating grant are separate things, and in several states an approved grant application is itself what satisfies the filing the shutoff rule asks for. Virginia Department of Social Services runs it, opening Oct (2nd Tuesday) and closing Nov (2nd Friday). The income test is gross monthly income at or below 150 percent of the federal poverty level, plus a heating or cooling expense.
The Energy Assistance Program (EAP) helps low-income households meet their immediate home energy needs. EAP has four components: Fuel Assistance - Offsets heating fuel costs Crisis Assistance - Helps with heating emergencies Cooling Assistance - Helps with cooling bills and equipment Weatherization Assistance - Improves energy efficiency and reduces costsEnergy Assistance Program (EAP), Virginia Department of Social Services, read September 23, 2026.
