How West Virginia counts a snow day
The school year
West Virginia requires at least 900 instructional hours a year, with each county setting the length of its days.
“Within the employment term, an instructional term for students of no less than 900 hours, which includes an inclement weather and emergencies plan designed to guarantee an instructional term for students of no less than 900 hours”W. Va. Code §18-5-45(c)(2)
Forgiven days
The State Superintendent may lower the minimum in a county under a federal disaster declaration or a Governor's emergency declaration tied to the lost hours.
“The minimum instructional term may be decreased by order of the state superintendent in any county declared a federal disaster area and in any county subject to an emergency or disaster declaration by the Governor”W. Va. Code §18-5-45(n)
Making up a lost day
If the calendar can no longer reach 900 hours, the county must lengthen scheduled days or hold class on other available days, including scheduled out-of-calendar days, but not holidays, election day or weekends.
“If it is not possible to complete 900 hours with the current school calendar, the county board shall increase the amount of instruction on a day when instruction was previously scheduled or schedule instruction on any available day”Source
Remote days that count
Under a state approved county plan, work assigned and graded on days closed for weather counts for up to 25 hours of instructional time.
“Subject to approval of its plan by the state board, a county board may deliver instruction through alternative methods that count toward up to 25 hours of instructional time when schools are closed due to inclement weather or other unforeseen circumstances”W. Va. Code §18-5-45(c)(2)(B)
Delayed starts
Each county must have a policy that adds minutes or hours to recover time lost to late starts and early dismissals.
